As a Civil Engineer Owen is responsible for
performing Stormwater Pollution Prevention Plan
(SWPPP) and construction inspections, preparing
grading and drainage plans, and performing
calculations for the design of stormwater
management practices. Owen lives locally, is an
avid outdoorsman, and can be found on most
evenings and weekends boating, hiking, hunting,
or fishing.

Rachael has been employed with T. G. Miller, P.C.
since 2019. Rachel Barhhart is currently a
Surveyor’s Apprentice. Rachel is from Candor, NY
where she graduated high school in 2015 and then
attended TC3 in 2015-2016. She majored in
Environmental Studies and transferred to SUNY
ESF’s Ranger School in Wanakena, NY, where she
graduated in 2017 with an Applied Associate’s in
Land Surveying. After graduating, Rachel worked
for Delta Engineers for two years as a Survey
Technician.
Rachel’s belief is that hard work pays off, but she
believes the most in team work. Team work leads
to the road of success. In her spare time, she
enjoys being in the outdoors hunting, fishing,
practicing archery, operating heavy equipment
and competing in woodsmen competitions. Since
she was young, she has had a strong love for the
knowledge of dendrology which stems from
working in the family business, Tri-County Tree
Service.

Darrin A. Brock, L.S.
Licensed Surveyor/Crew Chief

As Crew Chief, Darrin is responsible for
coordinating the research, field survey and
mapping activities of the survey crew to produce
boundary, topographic and construction surveys.
He has prepared topographic surveys to aid
consultants in the design of numerous large-
scale academic, commercial and residential
projects in Tompkins County and the surrounding
Finger Lakes Region.
Darrin has extensive experience generating
precision construction layout data from
architectural and engineering design documents
and routinely interacts with owners, designers
and construction managers to ensure accuracy.
He has also produced topographic and
construction layout surveys for several stream
corridor stabilization projects including those on
Six Mile Creek and Buffalo Road in the Town of
Caroline and Salmon Creek in the Town of
Lansing.
Darrin holds an Associate of Applied Science
degree in Surveying Engineering Technology from
State University of New York at Alfred. He is a
licensed Land Surveyor in the State of New York
and a member of New York State Association of
Professional Land Surveyors. He has been

Paula C. Brown
Finance Manager

As Finance Manager, Paula is involved with the
day-to-day financial and accounting processes in
the firm, including managing the payroll. She also
provides management information and analysis
for the Officers to assist in decision-making. Her
role encompasses reviewing the systems and
procedures around reporting and project
management to facilitate improvements and
enhancements to the business operations.
Paula holds a Bachelor of Business Science
(Honors) degree from the University of Cape Town
as well as completing her professional Chartered
Management Accountant certification through
CIMA (London). Paula has been employed with the

Born and raised in Durban, a hot sub-tropical city
in South Africa, Paula discovered the joy of snow
and skiing in Austria during her first overseas trip
when she was 16. Skiing was the focus of her
honeymoon and continues to be a significant

As a Principal Engineer, Dondi is responsible for
managing and coordinating the design and
development of municipal, commercial, and
educational projects for site, transportation,
infrastructure, and permit attainment. His
engineering responsibilities range from feasibility
studies and analyses to final design, 3D modeling,
and construction oversight.
Dondi has worked on numerous LEED®
(Leadership in Energy and Environmental Design)
projects for private, municipal and institutional
sites. His familiarity with sustainable design and
experience in stormwater modeling has led to a
coordinated approach to stormwater
management. Recent designs have incorporated
stormwater management practices into tightly
clustered intuitional settings while maintaining
aesthetics and functional activity space.
Dondi holds a Bachelor of Science from Rochester
Institute of Technology and is a licensed
Professional Engineer in New York and
Pennsylvania. He has been employed by the firm
since 2014.
Little Known Fact:
Dondi has experienced sustainable living first
hand by designing and building an off-grid tiny
home. He and his wife lived in it happily for three
years while filling their spare time with outdoor
adventures. Now he and his wife enjoy raising
their three boys.

After apprenticing with T.G. Miller, P.C. during
high school and college, Jackie earned a Bachelor
of Science degree in Land Surveying from Alfred
State College alongside CIT certification after
passing the NCEES Fundamentals of Surveying
exam. Putting her background in measuring and
mapping to work, Jackie transitioned into the
Grape and Wine industry.
She developed a precision viticulture program at
an estate winery with guidance from Cornell
University, who went on to recruit her for a USDA
grant funded research project, Efficient Vineyard.
Her work helping grape growers collect, analyze,
and apply spatial data to their agricultural
practices took her across the country and the
globe. Jackie is thrilled to bring the skills and
experience she has gained back to her
community and to TGM.
She has been employed with the firm since 2019.

While living in the UK, Jackie traveled with a

Lee manages the Surveying Division and is
involved in all phases necessary for the
preparation of certified boundary and
topographic surveys. This includes gathering of
field data, researching abstracts of title,
determination of property lines and final drafting
of survey maps.
He has worked on many large contracts involving
topographic mapping, layout of municipal water
and sewer mains, design and layout of roadways
and construction layout for building foundation
systems. He has been employed with the firm
since 1986.
Lee holds an Associate of Applied Science degree
in Agricultural Science from the State University
of New York at Cobleskill and a Bachelor of
Science degree in Agricultural Engineering from

Justin’s activities include research, field survey

newest cutting- edge technology for today’s ever
changing demands in surveying.
Justin has extensive experience in deed research,
abstract review, boundary survey, topographical
and hydrographic mapping, tree surveying,
construction layout services, forensic surveying,
GPS control network analysis for aerial
topographic mapping and establishing high
accuracy control and GIS. Justin is extensively
knowledgeable in using CAD for drafting and
analyzing property lines, deeds, and preparing
survey maps.
He has gained experience through Survey Party
Chief and Crew Chief and Draftsman positions at
a surveying firm in Venice, Florida and Ithaca,
New York. He has been employed with the firm
since July 2007.

David has represented the firm as Principal
Engineer for numerous municipal infrastructure
and private sector land development projects
within the Finger Lakes Region. His capabilities
have been utilized for a large number of
municipal water and sanitary sewer planning
initiatives, infrastructure expansion and
replacement projects, stream corridor restoration
and stabilization improvements, and MS4
stormwater management plan reviews.
David holds a Bachelor of Science degree in Civil

Amie’s voice is likely the first one you’ll hear at T.G.
Miller, P.C. As an Administrative Assistant, Amie
handles all of the general inquiries from client’s by
phone, email or an office visit. She handles the
organization and booking of all incoming jobs
before they are handed off to a Surveyor or an
Engineer.
She is also the last stop for outgoing work, proofing
and copying map prints, and getting deliverables
out to clients. Playing the Jack-of-all-Trades role,
Amie also keeps the T.G. Miller, P.C. staff looking
professional, by coordinating the TGM-logo printed
clothing that our staff don all year long. Amie was
also an advisor on the reception area build-out of
the new office at 605 West State Street.

As a Construction Administrator, Jim is
responsible for assisting in the development of
plans and specifications for projects through
constructability reviews and cost estimates.
Jim also serves as a conduit for communication
between engineers and contractors by
evaluating submittals, answering RFI’s,
performing scheduled SWPPP inspections, and
conducting field inspections during the
construction phases of projects. Jim has a wide
range of experience and has worked in both the
public and private sectors doing everything
from construction inspection,
bidding/estimating, engineering, and project
administration.

As a Civil Engineer Allison is responsible for
providing analysis, planning, and design for
municipal, higher education, and private sector

projects. Project experience includes new
construction and rehabilitation of sanitary sewer
pipelines and pump stations, and water
distribution systems. Additionally, she has
performed Stormwater Pollution Prevention Plan

generated cost estimates, and aided in the
creation of reports and feasibility studies. She is
working towards obtaining her Professional
Engineering license in New York State.
Allison received her Bachelor of Science degree
from the University of North Carolina - Charlotte

Allison drove across the United States, visited and
camped at 14 National Parks, and got engaged in

As Principal Engineer, Frank has completed
numerous projects for our institutional clients,
which include Cornell University, Ithaca College,
Wells College, and Cayuga Medical Center.
Additionally, he has overseen the design of site
and utility infrastructure for local public works
projects and private sector developments.
Frank is fluent in the current standards and
regulatory requirements for the management of
stormwater runoff. He couples his engineering
knowledge with advanced engineering computer
software to study and design water distribution
systems, pump stations, sanitary sewer systems,
drainage facilities, sewage disposal systems and
roadways. He has recently provided services for
the planning, design, permitting and construction
of site paving, grading, drainage, utility and
stormwater management improvements for
several major projects for Cornell University.
Frank holds a Bachelor of Science degree from the
University of Vermont and is a licensed
Professional Engineer in New York State. He has
been employed by the firm since 2003.

Patrick King joined the firm in June 2021 as a Civil
Engineer. Patrick is from Newfield, New York
where he graduated high school in 2017. During
his senior year of high school, he participated in
the New Visions Life Sciences program at Cornell
where he did research and interned with
Tompkins County Soil and Water Conservation
District (SWCD). This experience led him to major
in Environmental Engineering with a focus on
Water Resources at SUNY ESF. During his college
breaks, Patrick worked as a Conservation
Technician at SWCD and on the side for his
father’s concrete construction company.
Patrick completed his Bachelor of Science degree
from SUNY ESF in 2021. In his spare time, he
enjoys trail running, fishing, and hiking in the
Adirondacks.

responsible for preparing erosion and sediment
